Sugama Portal is an online single window system developed by KSITM for Government of Kerala to apply for road cutting and public utility shifting permissions. Applications for Road Cutting Permission are submitted to Road Authorities like PWD, NHAI, KSTP, Local Self Government Institutions, Kerala Forest Department, Harbour Engineering Dept, etc. While Utility shifting applications are submitted by Road Authorities to Public utility service providers like Kerala Water Authority, KSEB, etc.

Telecom Service Providers, Kerala Water Authority, Private Builders, KSEB, State Departments or Missions, Individual House Holders, Any department or agency, private or public that needs road cutting permissions.

Yes, After application submission a site inspection will be conducted by Road Authorities or a joint inspection along with the applicant. Based on that, an estimate will be prepared by concerned road authority and submit as a demand note which includes restoration charges, supervision charges, etc. Restoration charges as well as other charges has to be remitted to Road Authority using eTreasury Payment gateway for PWD Roads and Bank Payment gateway for LSGD roads.

You can register in the portal as an individual house holder. Attach documents for Proof of Identity, Building Plan, Land Tax and Building permit details. Submitted user registration forms will be verified by concerned Local Body Secretary. Once approved, Username and password will be sent to the registered email address.

Yes, bank guarantee is required only for getting permission from PWD Roads. While for LSGD roads there is no need to submit bank Guarantee.

The portal offers two payment gateways. eTreasury Payment gateway for paying restoration charges for PWD. Bank payment gateway is available for Local Body payments.

Yes, Applicant can either upload road sketch in KML format or PDF format. Option is also provided in portal to draw the sketch in GIS map.

You can register in the portal as a Private Builder. Attach documents for Proof of Identity, DOT license details, etc. Submitted user registration forms will be verified by KSITM. Once approved, Username and password will be sent to the registered email address.

As per G.O.(Ms)No.59/2020/PWD Dated,Thiruvananthapuram, 30/07/2020 for PWD roads. While for LSGD roads, the rates are yet to be finalized. Until then, the rates are decided by the Local Body Committee.

Local body secretaries can use IKM’s Sulekha Plan Monitoring application user credentials to log into the portal and apply for road cutting permissions.

Yes, the matter is under consideration of Government to waive off restoration charges if the road is already undergoing maintenance.

Yes, Applicant can track the status at any point of time using the reference ID generated during application submission.

Please contact the Local body Secretary along with application reference ID and receipt or SMS notification received after the payment. Also write to sugama@kerala.gov.in for all payment related issues.

Please contact the PWD IT Cell along with application reference ID and Treasury receipt with GRN or SMS notification received after making the payment. Also write to sugama@kerala.gov.in for all payment related issues.

Please write to sugama@kerala.gov.inmentioning the details - application reference ID, GRN/Bank receipt details ( if received) or date and time of initiating the payment. Most often in case of a transaction failure, amount is credited back to applicant’s bank account within 7 workign days.

Applicants can opt net banking, Credit/Debit card payments, UPI payments, etc..
